According to OpenAI, they have applied mitigation and are monitoring the recovery of ChatGPT, but some requests may continue to fail.
Update 3 p.m. (EST)
As of 3 p.m., OpenAI now reports the file upload issues are resolved. The issue for Image Generation has mitigation applied and they are monitoring.
Update 6 p.m. (EST)
OpenAI now reports all systems are back to normal. Issues are now resolved.
